bass boat rack and pinion steering

Have a stratos bass boat with dual cable (rack and pinion) steering. although not completly froze up the steering is very hard. pretty sure i know the cable that is the culprit but is there a way to work the cables independently to make sure? (i have both rods unhooked from the engine). also how is the easiest way to remove the cable?. The steering on mine has gotten very tight and there is no place to add lubrication the teleflex rack and pinion system that came on the boat. seems the cable buddy looks like something that will do the job..
