If you need to sand the teak to get the old varnish off, that is ok as the sandpaper will grind down both the cell walls and cell fibers. also varnish on a swim platform is slippery. some folks leave the swim platform unfinished so that it is not slippery, but finish the other teak on the boat - step pads, hand rails, etc..
